I have read different takes on her quote, and I find this article strange. Talk about cherry picking and quoting out of text without context ...

“When in doubt, it’s always the parent’s choice," meaning that all parents should decide for themselves if their unvaccinated child should have the opportunity to transmit a disease to an infant, elderly person, or otherwise immunosuppressed person.

They are being sarcastic and claiming that anyone who believes it is a parent's choice (vs. the state's) is selfish. Because, of course, everyone always makes decisions about their child's health and life based on what most benefits the society and to do anything else is illogical. This is Confucian China, of course, where moral decisions are based on adherence to authority and to one's place in society.
