Congrats on being 13 weeks!!

Every pg is different and maybe baby is going to be "attached" pretty low. Has your bodyshape chagned since your last babe? It could jsut be that everything is looser this time around....does that make sense??

And maybe this just means you aren't bloated

I wouldn't worry!
I noticed at that stage that sometimes I could barely feel it and other times not at all. I had to press really deep into my "flesh" above my pubic bone while lying on my back in a pelvic tilt. I think part of it is because maybe you are more stretched out and your uterus can float more in the early weeks.

I'm on baby number 3, and this time they had a problem feeling my uterus as well, apparently it had tipped back (?) but the doctor said it wasn't a problem and as the baby grew bigger it would come forward - and so it has!
