This may sound like a weird question, but is it bad that DS (18mo) sleeps next to a power outlet? We have it covered with one of those safety things, but we have a alarm clock and TV and stuff plugged into it. Our room is arranged in such a way that we could only put our homemade version of a co-sleeper in that spot... but I just wonder if it's safe for his brain.
I usually put a thick pillow over it but I don't know if that would even do anything...

I think putting a thick pillow over it, if it has stuff plugged into it, is a fire hazard.

If it is unplugged, it doesn't have electricity going through it, as it's not a closed circuit.

Since stuff is plugged in, you do have a closed circuit, so yes, there is electricity buzzing through there. I have no idea if it is detrimental, though.

If worried about it but a heavy grade extension cord, which you can plug into another outlet, and plug your alarm clock and tv into that. Then no closed circuit by him. I think there are more things to worry about then minute amounts of electricity, though.
