What is a serger? What can I not do on a serger that I could do on a sewing machine. Are the transportable as opposed to a sewing machine? Are they cheaper than sewing machines? I would like to learn to sew, but can't see investing in a sewing machine if we move out of the country in the next year. I anticipate wanting to sew mainly children's clothing and diapers.

Get a sewing machine then a serger. A serger will cut and stich up a seam like in store bought clothes. Chances are if you don't know what it is you don't need one. You can do it all on a standard machine a serger is not necessary for most projects but they are nice!. Start with a simple machine most sewing machines are portable unless they are industrial.
