I just stopped by the global exchange site tonight, and noticed that they now have a Reverse Trick or Treating page under their campaigns.
They have Halloween cards you can order. I guess the idea is for children to give them to adults, but you could give them to trick-or-treaters, attached to fair trade treats.

PROMOTE Fair Trade
by distributing information about these social justice issues in the cocoa industry, and even Fair Trade chocolate, while Trick-or-Treating door-to-door in their communities.
