Keep everything out of her vagina (every check, etc. ups her chances of developing an infection). Try to get some rest and let her body do it's thing. Drink lots of water too!

ahhh ok. I was confused about her situation from your posts. I couldn't tell if you were her labour coach or hcp or if it was a UC birth or what! sorry.
eta: ditto on the nipple stimulation. My midwife gave me some homeopathics that did wonders but I have no clue what they were so I'm not much help.
i would suggest nipple stimulation too, it did wonders for me during my labor when i couldnt get past 4 cm in a long time.
Stimulate nipples between the contractions. Someone might help (husband / partner), hard enought so she can feel it well, but not too hard so it doesnt actually hurt.

Do you know for sure that the baby is laying in a good position? I've seen moms stall out at 4/5 cm when the baby was malpositioned too. What seems to help some women is doing some OFP exercises if you think that is a possibility, eating, keeping up fluids/hydration and then trying to get as much rest as possible to let the body do its thing instead of pushing it beyond what it can do at the moment. And of course keeping things out of the vagina - no checks.
Sometimes the tub can be "too relaxing" and actually stall labor. At least it did for me. My midwife had me keep walking, walking, walking, and go up and down the stairs a million times. It helped me get from 3 - 8 cm in no time.
Been there, work on getting the baby into a good position. Hands and knees, try holding her belly up so baby has room to flip around, if she wants be be in the tub make sure she's kneeling, keep her off her back.

I agree that this is most likely a sign of malposition: baby's head not putting enough pressure on the cervix to stimulate dilation.
Pelvic rocking (google "cat cow yoga" for some videos/photos, if you don't know what that is). Lots of hands and knees. If she's up to it, a chiro adjustment or acupuncture might definitely help.
