I think this is The Register's idea of an April Fool's joke (good lord, I HOPE SO!). I believe very little of what I read on this day. The ending of the web addy is "gwot_cha" - very close to "Got ya!"

I asked my husband, the political science guru about this. If a bill is stuck in committee after the end of the legislative session, then yes, the bill is considered killed.
Yeah but we got two more years of him trying to push the issue.
