OK...you mean that the elastic is only in the back and stretches from side seam to side seam? If that's the case, all you would need to do is cut the proper length of elastic, and then either make a casing for it, thread it through, then finish the ends, or (if you don't mind it being exposed on the inside of the skirt), do a three-point zigzag stitch over the entire length of the elastic. If you mean that there's only partial elastic in the back (i.e. elastic in the center 6" or 12", etc.), the only way I can think of to do it would be the 2nd way I mentioned above - just tack it down at both sides, then zigzag across it.
