But when she returned home there was a letter waiting for her from the U.S. Treasury Department.

"It also said the penalties for being there could be as high as a million dollars and up to 12 years in jail."

Wow. I thought only in places like Iraq, with undemocratic tyranny, are things like traveling and doing "humanitarian" work in other countries considered illegal.
