I am so angry right now

I just found out that I am not getting a raise this year because the VP who they fired changed my review rating to a low.

I can not even beging to describe how angry I am.

That really sucks. Did he/she give any explanation for the low rating? Is there any way to challenge it? If they saw fit to fire him/her I would imagine the rating should be taken with a grain of salt...
In fairness, one of the things she used to change it is a legitimate error on my part but I do not think it worth changing my rating. If it was error that I repeated over and over-that would be something else.

But the other examples are bogus. I am taking the next couple of days to think about and write my response to the allegations.
She changed it after you signed off on your evaluation? (I assume that you signed off on a form after a performance review, if you work for a company large enough to have a VP.) If she used bogus examples to lower your rating, no wonder they canned her.

The way our company works is you turn in your numbers (rating) for the people who report to you so they can determine your raise. The raises are decided before you even get your review and then the review justifies your raise. I would rather get an honest review and be told there was no money for decent raises.
It just gets better. My boss told me that now there will be meeting between her, her supervisor and our HR Representative to present me with a Counseling Form. This is where they will address my on time performance (which is not mentioned in either my mid year or year end review) and expect me to sign it. The reason I did not get this form the same time as my bad review is because the company thought it would be too much after my bad review.

I asked her if this means I am on probation and she assured me that it is not what it means.

10 years of loyal service and the thanks I get is a kick in the pants.
that stinks! I cannot believe they would do that to you!!

If that doesn't mean you're on probation or something similar, then why are so many people involved in this meeting? It's so weird that you've never run into any sort of management action like this before, and now it's all coming down at once. Ugh!

That's what I said. I pointed out to my boss that they may not be calling it probation but a counseling form implies a follow up meeting. If there is not sufficient improvement then they can put me on probation because there will be a record of them already speaking to me about it.
From an HR perspective - I'd advise you to go in with your facts in order with very very specific details to refute the points they bring up. It won't necessarily change anything but at least it will be in the file - insist that it is - and if in the future a new supervisor views your file, they can see your response.

Absolutely!
Thank you for the HR persepctive. I have been lining up my ducks as they say. I FInalized my review with my comments. In black and white I spell out how I asked for the specific examples they were basing my rating on so I could address them and that none were provided.

I have also been speaking with my sister (the high powered Washington, DC lawyer) about it and she has been helping me navigate the waters.

Geez, you think I could fit a few more cliches into this post?

my thoughts too. I'd hate to feel how you must be feeling on a daily basis- that no one was looking out for you at all.
I have thought about a new job search the problem is that I have not yet figured out what I want to do with the rest of my life. The industry I am in is a dying one. And if I did my job elsewhere they would expect me to travel up to 25% of the time and I am not willing to do that at this stage of my childrens life.

I am secretly hoping that I can turn this into a decent package or at least get everyone off my back.
