It's called HDR, which stands for High Dynamic Range. What you do is take 3 (or more) photos, one at proper exposure, one over exposed, and one under exposed. Then you merge them together using either Photoshop, or a program called Photomatix (which is easier than Photoshop, honestly), adjust the color and such until it looks how you want it to.
Using HDR shows more detail in the shadows and the highlights of the photos.
