is this footed, does it snap all the way down the legs? do you know the lbs range on Gymborree clothes?

It is not footed. It snaps down the legs, except for at the ribbbing at the ankle . It also has 2 or 3 snaps at the chest.
I'm not sure of the lb range.

The size 28's are approximately a 10 to a 10 1/2 and the 30's are approximately a 12
