What do I do here?

That pattern calls for 18 stitches and 26 rows to 4" stockinette stitch.

The pattern calles for size 8 needles, but since I'm a really tight knitter, I moved up to size 9's for my swatch. When I measure a 2x2 inch area, I'm getting 9 stiches by 11-11.5 rows.

So, it seems my gauge is right in the width, but I'm coming up short in the length but 1.5-2 rows.

What do I do? Move up to the size 10 needles, or what???

Read through the pattern and see if you are knitting to a certain number of rows or to a certain length. I rarely do a full guage swatch
but most patterns are written to knit to a certain length and not to a certain number of rows.

I rarely get row gauge, but it hardly ever matters. The only time I've really had to rework something is for calculating how much rise short rows add in soaker pants.
