She is correct in her statement that the eye ointment is mandatory in Canada, but what she doesn't say is that you are able to deny both that and the Vit K without having to sign anything, you simply say no thank you. Technically it is mandated, but only with informed consent, which means they must ask you first, and you are within your right to refuse, which is not a problem.

Same in Germany: eye drops and Vit K are 'standard' here but can be refused anytime without having to sign a waiver.
