Mental Health Screening in Schools Signals the End of Parental Rights

Ok, see I have moved and am just recently getting back online and catching up. I saw this link at another message board that I visit. Is there any truth in this? If so, how do we protect our children? I remember that there was talk about pregnant women and children being screened for depression, but I didn't think that anything had become concrete.
