We're thinking about moving to OR from TN. We were wondering if there are umbrella schools in OR so that we can avoid jumping through all of the state hoops? Thanks so much!

If you move to the Portland area, Village Home offers a Choice program (individual private school). However, there's not much in the way of hoops to jump, and it seems that more people than not choose to fly under the radar and not declare. Since there are no meaningful penalties for not declaring, there isn't any risk.
I live in Oregon & know that there are some umbrella schools. The only hoops that I know of (and I've been hsling for eleven yrs) is testing. It's required after grades: 3, 5, 8 & 11. That's it. Oregon seems like a really hs-friendly state.
