PA Medicaid - Who to write to?

Ok, I feel really dumb here.
But I'm looking through my state's dept. of welfare site and I still can't tell who would be the most logical person/people to write to to ask that they remove coverage for RIC. Help? Here's the main site: http://www.dpw.state.pa.us/

How about writing to Amber Craig who is the goddess of ending Medicaid funding in the U.S.? If you p.m. me, I'll hook you up with her and we'll make history in your state. I'm sure she'll know exactly who to contact and what to say to them. We don't need to re-invent this stuff we just need to get people in action. Thanks for taking this on.

This one is going to be a lot harder than the others - DPW still calls circumcision medically necessary.

What do you mean? Are you saying that they consider it neglectful not to circ?
I would think that the AAP would supercede them. Maybe no one's brought it to their attention?

Not exactly, but when asked if PA would be ending Medicaid funding of it a year or two ago (I believe?) they basically said "No, we see it as a medically necessary procedure and a choice that parents make for their child and we feel it should be paid for".
