Few questions for you lovelies

Is it too late for seeds?

I want to plant in a planter on the deck, is that ok?

I want to try Echinacea and some other things (need to figure that out). THANKS!

In Massachusetts it's just the right time in the next few weeks for planting any seeds that can be direct sown outdoors and say "after last frost". What else specifically do you want to grow? Echinacea purpurea likes to go in before the last frost, the same time as carrots and peas do, get those seeds in ASAP. Some herbs are hard to start outdoors or from seed at all.
