question about bummis cotton/original wraps

I know I'm getting to be so annoying lol

The bummis cotton (like with the polar bears/cows) they have this flap of supersoft fabric over the top of the velcro panel. Is that meant to be folded down? It seems to come up pretty high on L and I was just curious as to whether it had a purpose in life

I actually did fold that down when dd2 was first born, but I believe it has the nice wide velcro area to be more adjustable.
It never wicked up on us or anything, but I stopped folding it down after her cord fell off, which was (I think, lol) about a week.
