I presume the answer is yes, but I just want to check that it is OK to feed my daughter regular plain rolled oats. She is 11 months old. Her only two bottom teeth do better than I would have expected!

The less processed (before it gets to you) the better -- so whole rolled oats, yes; instant or quick cooking oats, not so much. If you think the texture's too much for a little one, you can whiz the oats in a coffee mill or blender until it's powdered -- all the nutrition will still be there.
OR, you can whiz it afterwards, and thin with EBM.

Just wanted to add that you can do this with other grains, too -- millet, amaranth, brown rice, etc. You don't need to limit yourself to "breakfast" grains. I don't know offhand how these grains compare nutritionally, but that'd be easy enough to research and you can also combine them.

Oh golly, here I go again on my SuperPorridge rant.
I was trying not to do it, but I just cain't hep mahself...anyhoo, the SuperPorridge idea, it's taken from Ruth Yaron's SuperBaby Food book, and I seem to blather on about it here every other week.
So you can search these forums and get more info, too. Suffice it to say, for now, that you can make really healthful cereal for your little ones, and stick all kinds of good-for-them stuff in there. I've been making DS's cereal since he was a wee bairn, and most days it's the only thing he'll reliably eat. Little does he know it's good for him! Murrrhahahaha!!!!

At 11 months, regular oatmeal should be just fine. You shouldn't need to grind it.

It is amazing how well infants can gum their food isn't it.

I had a question about grinding the grains. My daughters (17 months and 3 years) will eat whole grains (usually a mix of amaranth, millet, quinoa, spelt flakes, rolled oats) without being ground but I find especially with my 17 month old it comes out the same as it goes in - if that makes sense. I grind it up before cooking as I think she can digest it better - is their any benefit to eating it whole as opposed to ground?

That's fine to grind before cooking. You're right, she probably will get more of the nutrients.
