We are planning our garden and we want to rototill the land. Part of the yard will be a raised bed organic garden and on the other half we are laying sod. The problem: the people we bought the house from never did any gardening and the yard has alot of plantain weeds. I have read that rototilling can cause dormant weed seeds to sprout. While that won't hurt the garden since we are doing raised beds, it will affect the sod. Any suggestions on how to cultivate our yard and keep the weeds at bay?

There's a device called a sod cutter that you could get to cut the existing sod (weeds and all) to remove it. You should be able to rent one from your local garden center.

For the area of raised beds you can just leave the grass in place. Simply build the beds and put a layer of 10-15 pages of newspaper on the bottom before topping off with the soil. This will kill/block the weeds and save lots of work. The paper will decompose and won't cause any problems for the veggies you plant.

Happy gardening!
