i want to make this coat http://store.sewingtoday.com/cgi-bin/butterick/shop.cgi?s.item.B4009=x&TI='b4009'&page=1
but the Butterick size chart says "infant patterns are for the baby who is not yet walking". DD's weight and hieght fit a size large infant...but she is walking. What do you think? She also fits the T1 size, but I like this coat best of the ones I have browsed. I can;t imagine it would matter much in this coat, which, being a-line, would seem to allow plenty of room for walking.

Perhaps it has something to do with length? A baby who is not walking would require a shorter coat to get around by crawling, whereas a walking baby's coat could be longer.

That's very cute! I think for something so loose fitting, you'd be fine. Maybe just check the finished length and then make adjustments if it needs to be longer.
