You see that's because it's 'the new big thing' you know. Whether they say it or not most deep down believe they have a one hit intervention. If you read information on this they always say, in conjunction with or supplemented with, condoms ect. This covers them for the inevitable failure, when they fail to see reductions in HIV, they'll say it's not the circumcision, they weren't wearing condoms as directed.
