Stork Bite - Irritated, Peeling - Need Advice

My DD has a stork bite on the back of her neck that was normal looking for the first 2-3 months after she was born but has since started to go through cycles where it gets thick and then a layer of dead skin peels off, then it gets thick again etc.

Has anyone else experienced this? I googled and found nothing. I have tried to watch what clothes I dress her in so it doesn't rub and get irritated but it doesn't help enough. I wouldn't think much of it but at times it really bothers her. I think it is pretty itchy when it is peeling. Does anyone have any suggestions for creams to put on it to help with the itching and irritation? Any other advice? TIA for any help.

I'm also interested in anyone's response, as my 10 month old has the same thing. My ped said it was due to her eczema (eczema is due to a dairy sensitivity). I thought it would just go away, but it hasn't and I'm starting to get concerned. She scratches it, so I know it's itchy... Anyone?
My family practice doc said it was part of cradle cap, which doesn't make much sense to me.

My dd's is starting to look a bit better. I think it is peeling because the skin is maturing or something along those lines. Sorta like a snake sheds it's old skin. It's just a guess really.

I've been putting Burt's Bees Baby Bee Skin Creme on it a few times a day and that really helps control the itching.
