I know a friend of a friend who recently had a VBAC at Holy Cross in Wheaton or Olney. It seems hit or miss though. Apparently her usual OB had her scheduled for a repeat c/s for no good reason and she went into labor before the scheduled date and luckily another OB was on shift and encouraged her to try to VBAC.
Doesn't The Maternity Center in Bethesda do VBACS in the hospital? You see them unless there is a problem then their ob back up sees you. Least, that's how it was when Maeve was born.
