How do I shut off the water supply to my bathroom sink?

I know WHERE the shut off is, but I can't get it to turn. I've tried using a hammer (to bang it and get it started, in case it is stuck). I've tried WD40. I've tried a wrench. Nothing works. It's stuck.

But I have a leaky faucet, and would like to get it fixed as cheaply as possible. Once I get the dang water supply shut off, the rest LOOKS easy, but so did shutting off the water!

Can anyone help me? Please?!

If you can't get it to turn, you might have to turn off the water main if you know where that is.
