Ds1 will be 6 in May, and is definitely what I would consider to be on his way to reading. He knows tons of sight words, knows all the sounds the letters make, and can sound out simple two and three letter words. But he's never read through a whole simple reader book by himself.

So, what constitutes "reading?"

i was trained as a literacy tutor for Americorps, and a child was considered to be reading when he/she can read a simple book or story by himself, and comprehend what he he/she had read. It was the only way to sort out the readers, emergent and otherwise from the children who had memorised words and the mechanics of reading without actually knowing what they meant. We had children recite the words on the page but had no clue what they actually said IYSWIM
