I think it depends on what happened. If it's just a matter of something being in GC instead of VGC, then that's not as big a deal as never receiving your fluff, KWIM. If you got your diaper, but she won't respond to you, then it kinda sounds like leaving neutral feedback would be appropriate. But if you never got your diaper, then that's starting to look like fraud.
