Something similar happened a few years ago.

Officials launched an aggressive campaign this year to spread the word about new requirements for students in kindergarten, first, second, and seventh through ninth grades.
School officials said the highest levels of non-compliance were among children in kindergarten, and ninth and seventh grades.
This year's requirements for entry into kindergarten, first and second grades include two doses of Varicella vaccine, which protects against chicken pox.

I don't see what your looking at. Unfortunately, I think every state gets like this around school entrance time. "No shots. No school". They never offer up exemption information.

Leave out essential information. Then wonder why people don't trust them.

A few years back, the MD schools was tossing students out and all many of the parents did was to sign an exemption. The article cite 5000 children sitting in the cafeteria waiting for their parents to pick them up. Weird.

5000 kids in the cafeteria?!?!?! How big was the school?
