What is the "right" time to mulch the garden bed? I was going to put down a layer of certified weed/seed free straw, as the ground is drying out pretty quickly with the heat and wind here in Boise. But is there a reason I should wait longer?

Unless there are seeds waiting to sprout in the ground, there's no reason that I'm aware of to wait. If I'm going to mulch, I mulch as soon as I put the plants in the ground.

None that I can think of. Sooner the better in my clime--weeds are germinating and the mulch will suppress a lot of them.

If you are observing drying on the surface, it is probably the right time for mulch. Reasons to wait can include:

wanting to let cool soil warm up before shading it with mulch in early spring

planting and nursing small seedlings that can be "lost" below mulch and injured when mulch is applied since they are so delicate--it can be easier to water and weed on bare soil while seedlings are small and to add mulch when they are tough
