You can go to www.cirp.org and look for the Bollinger Report but frankly speaking, (did I say that?) it's a little dated. You can also go to the Centers for Disease Control/National Centers for Health Statistics but their latest is only nationally and is for the year 2003. The one before that was for 2001 and is broken down regionally. The problem is that this is changing so rapidly that it is impossible to collect the data, analyze it and then get it out fast enough for it to still be meaningful. Just for an illustration, the decline between the 2001 rate and the 2003 rate was 11.6% and it took more that 2 years to get that information out. You can extrapolate the numbers for 2005 and come up with a circumcision rate of between 46% and 48% or just use the old numbers.
