I had a similar question two weeks ago. See thread called "warm socks" on page three of toddler forum. Maybe that will be of some help. My dd's feet are larger. She's 21 mos and I found the REI wigmans to be just the ticket. My dh loves smart wool for himself so maybe that would work for your little one.
What size are your baby's feet? My boys were a size 4 and a size 5 at 12 months, so I had no trouble finding tiny "smart wool" type socks for them to wear (and they still fit this winter too, which is great since they weren't cheap).
I didn't realize they even made shoes smaller than size 4. Could you maybe make do with some fleece or wool booties instead of socks?
oh... I'm dumb. For some reason I was thinking size 4 correllated to age 4... like 2T in clothes, yknow? I get it now, 4-7 should work fine, I think ds is a 5 or 5.5.
