I just made this for dinner and it was ridiculously good and simple.

The ingredients are great, the directions are a bit confusing (incomplete, maybe?). I did it like this (you'll note I added a couple things):
Cooked 2 servings of rice pasta, drained, and set aside.
Chopped 1 1/2 heads of broccoli into small florets. Chopped a handful of mushrooms into small pieces. Minced 2 cloves of garlic. Heated garlic with 3 tablespoons of olive oil for 30 seconds over medium heat in a medium saucepan, then mixed in the broccoli and mushrooms and stir-fried for 2 minutes.
While it was stir-frying, I mixed the sauce which was comprised of 3 tablespoons tamari, 3 tablespoons red wine vinegar, 1 tsp of ground cayenne, and 1 tsp of ground ginger. I stirred the liquid into the veggies, lowered the heat to low, and covered with a lit and allowed to steam/simmer, stirring occasionally, for another 5-6 minutes. I put the rice noodles into the pot and mixed them in with the veggies and sauce for a minute or two. It seemed dry, so I added about another tablespoon of olive oil, then served.
