Advice on dipes and avoiding rashes

DD is 4.5 months. I've been using prefolds & covers, and love them for the cost savings & natural fibers against her skin. But, a couple of things have me wondering what to do next. (1) She developed a rash, which I tried treating "naturally" for a couple of weeks, but finally went to Dr. & am using Triple Paste, hydrocortisone 1%, and disposables for a week (hopefully less, it's working well & quickly). (2) The rash seems to have resulted from heat (it's excessively hot here this summer) and moisture (she's peeing a LOT, which I've learned from leaving her diaper-free a lot at home). (3) She spends a lot of time on her tummy trying to crawl--combat crawling---where she's rubbing the area of the rash on the ground, and subsequently, this position seems to make her pee more frequently.

The doctor said she may just be sensitive to the heat/moisture, and I may need to put her in disposables w/cream every once in a while. I'd really like to avoid that, if possible, if there's a good cloth solution. Since I'm already resorting to disposables, I'm no longer averse to non-natural fiber dipes. But what would be the best solution?---

... Fleece liners to keep her dry (but will they bunch and not cover well as she crawls?)
... Pocket dipes or AIOs (but how many do I need at this point? What's the most affordable?)

I know these are big questions, and I need to do more research, but my head is spinning right now... I thought I was all set with my prefolds, then the rash hit, and I feel like a cloth failure.

When should this peeing-more-from-crawling stop? Someone told me they don't develop bladder control until 18 months... is that true? Seems long to me.

Well, if you're doing diaper free or EC-ing regularly, pocket dipes may be overkill, since you can't see when she pees (but at least you could stuff them with your PFs - I wouldn't go with AIOs).

I've never had a problem with fleece liners bunching - I have the Bummis brand. Also - change her as soon as she pees. And you may need to look into your wash routine as well, since that can contribute to rashes.

This can't be true. DD1 was potty trained before she was 16 months, and PLing before 18 months is the norm in some countries and cultures.

Have you tried switching laundry detergents or switching wipes (or switching wipe recipes, using much less soap and a bit more oil, if you use cloth)?

Is diaper-free time an option? Whenever my babes get a little irritated, being naked as much as possible really helps clear it up, even if it's just an hour. Soaking in long baths helped, too.
